Crisis Management: What are the challenges?
Crisis management denotes the strategies, processes and tools used to plan for and respond to disaster and emergency scenarios.
Natural disasters and environmental crises as well as manmade disasters, such as terrorist attacks, may have an international, if not a global impact. Therefore, the response and management of these crises involves the coordination of a number of organizations and authorities across countries.
Differences in organizational set ups, decision-making processes, infrastructure and approach can result in poor disaster response. For example, the incompatibility of technical systems, conflicting strategies, and confusion regarding the chain of command can lead to extended response times, which, in an emergency scenario, may mean loss of lives.
Improving crisis management
In light of this problem it is important to ask: how can we improve crisis management across organisations, both within and between countries?
The STRATEGY project will generate policy guidelines to standardise crisis management solutions across Europe.
The STRATEGY project will build and implement a framework for standardising crisis management solutions by:
Ethical, societal and privacy impact assessment to ensure sustainable innovation
Trilateral assesses the ethical, societal, and privacy issues that need to be considered in the development and implementation of new crisis management standards.
Trilateral considers the extent to which introducing new standards may propagate risk of creating new needs or burdens for practitioners, citizens, businesses or public authorities, and what measures can be taken to mitigate and avoid unwanted negative impact to societal values or risks to fundamental rights.
Working with end users testing and validating their requirements to address societal challenges
STRATEGY engages First Responders (i.e., Firemen, Policemen etc.), in order to gain a thorough understanding of the complexity and challenges they face in responding to crises. STRATEGY project’s partners collaborate with end users working through use cases and disaster scenarios to validate selected standards, gathering feedback on their efficacy when adopted in realistic environments.
Enhancing Impact – Creating a crisis management network
Trilateral works on enhancing the project findings by creating a network including standardisation bodies, policy makers, suppliers and end users to reach out to all relevant stakeholders’ communities, facilitating novel collaborations, amplifying STRATEGY’s results and encouraging the uptake of successful standardisation items by disaster response teams.
Policy advice to enhance societal wellbeing
Following simulated disaster scenarios, STRATEGY generates policy recommendations regarding the implementation of successful standards.
STRATEGY will produce a policy brief, position paper, New Work Item Proposal, and Draft of at least 1 new European or International standard to ensure that project findings are put into practice by crisis management bodies, in order to improve the interoperability of systems and achieve efficient and effective disaster response across Europe.
